The police ethics system enforces the Code of ethics of Québec police officers, which oversees the conduct of all Québec police officers, wildlife protection officers, special constables and highway controllers.
The system, governed by the Police Act, is meant to increase the protection of citizens by ensuring respect for individual rights and freedoms. Moreover, it aims to develop, within police services, high standards of services and conscientiousness.
Two civil authorities make up this system: the Police Ethics Commissioner, which receives and examines the complaints, and the Police ethics committee, a specialized administrative tribunal.
